Fees and processes change without much notice in most of these systems, so treat the numbers below as a starting point and confirm on the official portal linked under each city before you pay anything.
Bangalore (BBMP)
Authority: Bruhat Bengaluru Mahanagara Palike, via the BPAL (Bangalore Pets & Animal Licensing) portal
- Registration fee: ₹200 for Indian-breed dogs, ₹400 for foreign/mixed breeds
- Renewal fee: ₹100/year (Indian breed), ₹200/year (foreign breed) — some sources cite a flat ₹50 renewal, so confirm your slab on BPAL before paying

- Documents/form: Adoption papers or purchase receipt, updated anti-rabies vaccination certificate, Aadhaar or a utility bill as address proof
- How to apply: Apply directly on the BPAL portal, or at your BBMP zonal office. Microchipping and neutering are compulsory before a licence is issued.
Compliance here is genuinely low — public records point to only a few thousand licences issued against a much larger pet population, and a Change.org petition specifically asks BBMP to speed up processing. Budget extra time.
Kochi (Kochi Corporation, Kerala)
Authority: Kochi Municipal Corporation, Health/Veterinary wing
- Registration fee: Kerala’s general municipal fee for household pets is around ₹100/year; Kochi Corporation can set its own by-law rate, so confirm locally
- Renewal fee: Same as registration in most Kerala corporations, paid annually
- Validity: 1 year
- Documents/form: Anti-rabies vaccination certificate, address proof, passport-size photo of the pet
- How to apply: Kerala’s registration process runs mainly through each corporation’s health office rather than one statewide portal. Some local bodies also accept applications via the K-SMART portal/app — check whether Kochi Corporation has enabled this before assuming it’s online-only.
The Kerala High Court had to specifically direct six corporations, Kochi included, to start enforcing pet registration — a sign this is a newer, still-maturing process compared to Bangalore or Chennai.

This is one of the cheapest, clearest fee structures on this list — though local reporting has noted a “lukewarm response” to the online option itself, meaning the system is solid, uptake among pet owners still isn’t.

Authority: Coimbatore Corporation, under Tamil Nadu’s state-wide Dog Licensing Rules (the same framework Chennai uses)

GHMC has visibly scaled this up: from a reported ~150 licences issued through the online system in 2021 to roughly 7,000–8,000 a year now. Of the cities in this guide, it’s the clearest example of an online system that’s actually working.

Pune (PMC)

PMC’s own health department has cited only around 5,000–5,500 licensed dogs against an estimated pet population above one lakh — the cheap renewal fee hasn’t translated into high compliance yet.

- How to apply: Jaipur ran a city-wide 60-day registration camp (1 August – 30 September 2026) with on-the-spot licensing, free vaccination, and microchipping. Outside the camp window, apply through Jaipur Nagar Nigam’s citizen services section.
This is the newest system on this list and, notably, one of the only ones that explicitly registers cats alongside dogs. Missing the deadline carries a steep ₹5,000 fine, so if you’re in Jaipur, don’t leave this for later.

Gurgaon / Gurugram (MCG)
Authority: Municipal Corporation of Gurugram, online via the Saral Haryana portal or in person at the MCG office

Fees and how “online” the process actually is can differ meaningfully between UP cities — Noida and Varanasi, for instance, run their own separate registration guidelines. Check your specific nagar nigam rather than assuming Lucknow’s numbers apply everywhere in the state.
Haryana (state-wide, example: Panchkula)
Authority: Municipal Corporation of the relevant Haryana city; state guidance runs through the Saral Haryana portal where available

Non-compliance carries a ₹5,000 fine under state guidance, one of the steeper penalties on this list relative to how inconsistent the online option has been.

Which Cities Actually Register the Most Pets?
Here’s where I want to be upfront: there’s no single dashboard anywhere that tracks registered-pet counts across all these cities on the same terms, so a clean, ranked list isn’t something I can honestly back up. What public reporting does show is telling on its own:
- Hyderabad (GHMC) now issues roughly 7,000–8,000 pet licences a year — up from a reported ~150 licences in the system’s first full year (2021). Of every city in this guide, this is the clearest case of registration numbers actually climbing.
- Pune (PMC) has around 5,000–5,500 dogs registered against an estimated pet population above one lakh, according to PMC’s own health department.
- Bangalore (BBMP) has issued only around 2,100 licences in total, by far the widest gap between pet population and registration of any city here.
Mumbai, Delhi, Chennai, and Kolkata don’t appear to publish a comparable registered-pet figure, so I’m not going to guess at one. If you live in a smaller town without a formal bye-law yet, registration may still be encouraged but not enforced with fines. Almost every city asks for the same core set: a current anti-rabies vaccination certificate, proof of address (Aadhaar or a utility bill), a recent photo of your dog, and sometimes a photo of you with your dog.
